The previous Member for Blaxland was Paul Keating, who represented the electorate from 1969 to 1996. He resigned from Parliament on 23 April 1996 and the writ for the by-election was issued on 13 May 1996.

There were 79 714 electors enrolled for the 15 June 1996 by-election. The Divisional Returning Officer for Blaxland declared Michael Hatton (ALP) as the new Member on 18 June 1996.
