Network and Secretariat Goals

Goal

To continue and maintain in the Pacific spirit, a close association of Pacific Electoral Administrators within an established networking arrangement to facilitate and encourage the free flow of electoral information among member countries and to provide assistance where possible.

Objectives of the Network

  1. To establish a Secretariat which will encourage and facilitate the effective functioning of the PIANZEA network. The Secretariat will be hosted by the Australian Electoral Commission until the next PIANZEA conference where it will be reviewed and transferred to another host country.
  2. To encourage the development and sharing of materials and other resources between member countries, in particular those countries which are geographically close, have similar challenges and perhaps share close cultural and historical associations.
  3. To maintain regular dialogue via electronic mail, phone, fax or post so as to exchange information, share ideas and to encourage one another in the tasks before us.
  4. Where possible to exchange officers and arrange staff placements for electoral staff to gain experience, assist one another in different work environments and to learn from exposure to different systems and practices.
  5. To develop programmes (multilateral and bilateral) to encourage study tours and visits during electoral events thereby providing opportunity to learn from exposure to different systems and practices.
  6. To provide technical assistance with the view of encouraging capacity building in areas of need.
  7. To meet together as a conference every 18 months to two years at a time most suitable to all members.

PIANZEA Secretariat

Goal

To encourage and facilitate the effective functioning of the Pacific Islands, Australia and New Zealand Electoral Administrators network (PIANZEA);

Objectives

  1. To maintain an up to date list of member countries, personnel and their contact details.
  2. To establish and maintain a database of organisations and people who may be of assistance to member countries from both within and without the network.
  3. To establish and maintain a catalogue of legislation, written materials and associated documents held by member countries which may be of use or interest to other members.
  4. To establish a 5 year electoral events calendar for the member countries.
  5. To obtain from member countries a self prioritised needs assessment of assistance required and to facilitate this assistance where possible.
  6. To establish a PIANZEA home page on the AEC server which will contain links to member country home pages and email addresses.
  7. To produce a quarterly newsletter. The newsletter to be circulated to all members and to be posted on the PIANZEA home page.
  8. To plan and organise the PIANZEA conference to be held in 1999 at a time most suitable to all member countries.
  9. To maintain the records of the Secretariat in preparation for the transfer of the Secretariat to a new host country.
